How cookie consent tools charge for subdomains, extra domains and staging

Whether shop.example.com, a second country domain or a staging site costs extra with Cookiebot, CookieYes, Termly, iubenda and seven other consent tools, quoted from each vendor's own help pages.

Updated

Most cookie consent pricing pages show the price for one site and leave out what counts as a site. The difference is large: with some tools shop.example.com is free, with others it is a second subscription. Below is what each vendor’s own help pages say, read on 10 October 2026. We make Flat Consent, one of the tools listed.

Three addresses, three bills or oneThe same site with a shop and a blog on subdomains.

Each subdomain is its own domain

Subscription 1www.example.com
Subscription 2shop.example.com
Subscription 3blog.example.com

Subdomains are part of the site

Subdomains

Tool Is shop.example.com included?
Cookiebot No. “You need a subscription for each of your domains and each of your subdomains.” example.com and www.example.com are also billed separately if you add both. Paths such as example.com/en count as one domain.
CookieFirst No. “You will need a separate subscription for every (sub)domain.”
Usercentrics Counted against your plan’s domain allowance: “Domains and subdomains are treated equally.” Essential and Plus allow 1, Pro 3, Business 10.
CookieYes Yes on Pro and Ultimate. On Free and Basic, each subdomain needs its own plan.
Termly Pro+ scans up to 5 subdomains. Other plans don’t say.
CookieScript Yes, unlimited, if every subdomain shows the same banner. A different banner on a subdomain counts as another website.
iubenda Yes: “Almost all our plans cover subdomains.”
Osano Yes: “Osano will automatically work with subdomains.”
Complianz Licensed per WordPress installation. A subdomain that runs its own WordPress needs its own licence.
Flat Consent Yes, on every plan.

Extra domains and country sites

A second domain, such as example.de next to example.com, or Shopify Markets country domains, is a separate site with almost every tool. None of the vendors mentions country domains by name; this follows from their general rules.

Tool A second domain
Cookiebot, CookieYes, iubenda, CookieFirst, CookieScript A separate subscription for each domain
Termly A separate licence for each website
Usercentrics Counted against the plan’s domain allowance (1 to 10, more on larger Business tiers)
Osano Plus includes 3 domains
Complianz Professional covers 5 sites, Agency 25
Didomi “Unlimited domains”, priced by monthly unique visitors (quote only)
Flat Consent Starter covers 1 site, Pro 10, Agency 50, then $1 a site

Staging and test sites

Tool Staging
Cookiebot Premium plans can add internal domains for testing and staging. They aren’t invoiced, and the banner shows a “TEST” mark.
CookieYes One staging site per domain, on paid plans
CookieFirst One development address per domain
Complianz A licence can be reused on registered staging sites such as staging.example.com
Osano Staging counts toward your traffic: “Osano does not differentiate” between environments
Usercentrics, Termly, iubenda, CookieScript Not stated
Flat Consent A staging subdomain, localhost and .test addresses work on every plan. A staging copy on another domain, such as a .webflow.io address, is added as its own site.

What this means in practice

If your shop, blog or help centre lives on a subdomain, check this before comparing prices. On the same 2,000-page site with www and shop addresses, Cookiebot costs $68 a month because it bills each address, against $34 for one (full price comparison).
